Because the people that build and prepare the release were at
CommunityOne or JavaOne the week of May 31st, and needed the week
after to recover. Then this past week was needed for catch up and
prepare the next release :)
As someone else already mentioned a new build should be available
today or tomorrow.

updating at /dev/ is build 112 is there a 4 version jump to 116 or
what?
Even build 112 shows pkg names ending in 111 at /dev. All very
confusing.
I'm not certain why you think you have build 112, as that was never
published or built for the pkg.opensolaris.org repository. I think
you're confusing 111b with a completely new build.
Look at /etc/release; you'll note that if your system is fully updated
that it says 111b.
