The pkg(5) system purposefully does not contain any build tools at all. [1]

I'm thinking of cvs... I want it compiled with --enable-rootcommit.
allowing root commit is handy and not a bad thing when I'm not running
a `real' cvs repo, I am the absolute only user... any commit is mine,
no matter which lan machine..

Do I have to build it myself or are there ways to tweak pkg
install so --enable-rootcommit is used at ./configure time.

You will have to compile it yourself if you want to customise it.

In the future, as consolidations change their build processes, and package delivery mechanisms, I look for there to be an easier way to do this.
