Since ~ 20 years, the disk size is not a constant. It may vary from the firmware, from the defaults in the firmware and from the numer of defects on the actual media. Companies usually also like to keep the opporttunity to change the vendor when delivering to customers. For this reason, it is comman to manually create a disk label that installs a usable part that is not bigger than the smalles possible disk you like to use.
