Which shell are you using and which OS is this?
I'm guessing it's ksh, so I guess you're using Solaris 10? It could be
Bourne shell /bin/sh, but this also implies Solaris 10.
From the info you've given, I'd say the en_US locale is not installed.
"locale -a" will list all available locales. Does en_US appear in the list?
