You mistyped what I suggested (note the opensolaris.org at the end below):
pfexec pkg set-publisher --no-refresh -O http://pkg.opensolaris.org/dev
opensolaris.org
pfexec pkg refresh --full opensolaris.org
I should note that some firewalls have problems with the catalog refresh
mechanism used in build 111b. A different mechanism is used in build 128+.
