The new GDM does support running as an XDMCP server and supports
running XDMCP clients via indirect queries. However, it currently does
not support the ability to launch the XDMCP chooser from the login
screen. This is a known regression:

I'd start by reading the Configuration and Overview->XDMCP related
sections of the manual.

You can run the new GDM as an XDMCP server by setting the Enable=true
configuration setting the "[xdmcp]" section of the custom.conf
configuration file, as explained in the manual.
To connect to the XDMCP server running as GDM, you would need to
set up your client to run indirect XDMCP queries. Or, you login
from a client installed with the old GDM or CDE login where you
can launch the GDM XDMCP chooser from the login screen.
