Because that's what the people who build the CD's (or their management)
have decided is the best use of their time - they have to build a LiveCD,
have to provide the online repo - building and testing additional media
forms that are nice-to-have, but not required, is something that they
haven't prioritized right now.
But all the packages in the repository are redistributable, and the distro
constructor tool to build live images is available, so if so many people
want it so badly, why have none of them used that to build an image and
ask to have it hosted on genunix.org or opensolaris.org?
This is an Open Source community after all, not a venue to demand free
products and services from Sun.
