This is an odd issue. After upgrading to snv131, I am no longer able to perform a number of administrative tasks through the GUI, while using pfexec has not been affected in the least through the terminal.
For example, when launching the services panel, I am not able to Enable, disable etc.... Similarly, using the package manager panel, install/upgrade and remove are unavailable. In both instances, the options are simply grayed out. Further, in the services panel, the authentication lock in the upper right hand corner of the window will allow me to authenticate as any user (even with the root role) but does not change from locked to unlocked. However I have full privileges using svcadm and pkg in the terminal. I have recreated this situation using a number of different users with Primary Administrator profiles and root roles attached. Finally, I have tried launching the panels via the terminal using pfexec with the same results.
