The comments in that bug (particularly #26) seem to state that this was
fixed in build 127. That was long ago. I was running build 131 and I
tried to upgrade to build 134.
Its still around - I just did an upgrade to snv_132 a couple of nights
ago and ran into the same problem. In my case, sshd was complaining
bitterly.
An upgrade to 132 from any build before 127 would experience the issue.
The particular case that bug 12380 is believed to be resolved, and I
myself have not encountered since I've used a version of pkg with that
fix to upgrade.
