I believe the root cause of this problem lies in the fact that Oracle/Sun wants OpenSolaris to be "Solaris Next" as it is and thus needs to strictly control it instead of letting ideas be tested out and move what works back to Solaris. It wouldn't have to worry about this situation if OpenSolaris wasn't so coupled to the "Solaris Next" product.
