Can anyone point me to a documented process for upgrading to b134.
The archive on genunix for build 134 is only 600 meg where the old
builds were in the 3Gbyte range. If I install from Genunix iso what
is the process for getting the reset of the build? Then from there
can I start upgrading packages to get beyond b134?

The 600 meg archive is good. The 3 Gbyte builds are the mostly
complete builds and are much older. With b134, it will boot off the
CD, then you double click on the Icon to install Opensolaris. It
will ask a few questions then download the packages from the
internet, this is why it's smaller.

This is incorrect. Installation from media does not use packages from the network, but is instead a direct copy of the media contents. Subsequent upgrades using pkg or Package Manager use the network repositories.

As of now there are no official repositories published external to Oracle with post-134 packages, though some commiunity-built partial repositories have shown up at genunix.org.
