Yes. NWAM can handle static addresses as well. I

that is not working.

sysidtool-net on a default install (b134) seems to run DHCP client *after* nwam
has run.

As far as fresh installation is concerned, sysidtools do not take care of
network configuration on OpenSolaris - Caiman installers populate
/etc/.sysIDtool.state during installation in such a way that all sysid
steps are skipped during first boot of installed system
(with one exception - see below):

# cat /etc/.sysIDtool.state
1 # System previously configured?
1 # Bootparams succeeded?
1 # System is on a network?
1 # Extended network information gathered?
1 # Autobinder succeeded?
1 # Network has subnets?
1 # root password prompted for?
1 # locale and term prompted for?
1 # security policy in place
1 # NFSv4 domain configured
sun

The only exception is sysidconfig(1M) which executes list of applications
in /etc/.sysidconfig.apps. Every application on this list is passed one
command-line argument '-c'.

ipkg(5) branded zones are different case - as far as configuration is concerned,
they fully rely on sysidtool(1M) for now.
