The two ways to set the time are slew and step. When  you step the
clock you just set it to the correct time in one action. That is, the
clock might say 10:21:13 one second and 10:15:10 the next. This means
that the clock could go forwards skipping over time or even backwards
the same way.

When a clock is corrected by slewing on the other hand, it is adjusted
by making the clock run slow or fast. This means that there is no
jump, no going backward, but it can take a considerable length of time
for the correction to be finished. Until the slew is finished, the
clock is known to be incorrect. Since it can take a long time, slewing
is generally used only if the time to be corrected is on the order of
milliseconds. In some cases it can be used up to a correction of a
couple of seconds, but rarely more than that.
