This is a known bug in build 78:
6633882 [cde] logging in as a new user to non-TX system offers user choice of TX
desktops
There's a simple workaround:
edit /usr/dt/config/$LANG/Xresources and remove/comment
out the last 3 lines.
[substitute $LANG with C or the appropriate locale dir.]
Though, if you're hitting this, you really need to get going on
switching to GNOME. The removal of the CDE window manager and
remaining tools from Nevada was approved by the ARC in November,
and just has to pass the business/marketing approval now.
