The dns client should also be online if a /etc/resolv.conf is in place

   svcs -a | grep dns
   disabled       Oct_13   svc:/network/dns/server:default
   online         Oct_13   svc:/network/dns/client:default

Name service cache ?

   svcadm restart system/name-service-cache:default

Always need a restart  if you manually enable DNS client and/or change
nsswitch.conf
