This kind of a zone 'inherits' /lib, /sbin, /platform and /usr by default. This simply means the non-global zone shares it with the global zone and sees them as read-only. I am not sure why you are unable to create a directory under /export (even as root). To create a whole root zone, you must add -b when you do create in zonecfg.
