Remember /tmp uses RAM+swap partitions/files, so if you are regularly
forcing /tmp to use disk, your system performance with be seriously
degraded.

All valid uses for swap, but not a justification for the 2xRAM rule. 
Don't forget swap space can be increased by adding swap files, but disk
space allocated to swap can not be reclaimed.
