Well , 

   The Secure Shell  daemon has a config option in /etc/ssh/sshd.config 
  that usually  disallows  root ssh  sessions.  
  This is to protect  a system from someone  remotely overwriting  system 
  binaries  with trojan horses.

   Change it at your own peril.
