This is a very bizzare problem. I will just jump in and summerize what I
already figured out.

I found that cetain files can (suddenly) not be copied. It used to work, it
stopped working a few weeks ago. This results in a windows error saying that
the file is in use. This sounds like this bug: KB949857
It says windows has a handle leak, and it leaves the files in use. Their
"workaround" (it would be fixed in vista SP2) is to restart the SERVER in
holding the files. Saying that windows server will release those files when it
restarts. The problem is, that OpenSolaris does not do the same, retarting does
nothing.
They also offer a beta hotfix, I installed v2 (latest) and it still doesn't
work (I have a feeling that more files work now though).

File types affected:
exe
rar
zip

File types not affected:
txt

Possible actions on such a file:
Rename
Delete
Open with winrar (and use winrar to recompress using the "covert function",
which creates a file that CAN be copied!)

Actions that fail:
Installing (if it is an exe file, the windows install hangs due to being unable
to copy)
Copying it to another location on the server
copying it to a local windows folder.

I have tried disabling my anti virus software, and it did not help.

I am wondering what applet in windows is it that is creating that mess. And any
suggestions on how to regain access to those already "open" files.
