The evaluation of this bug says:
 "Because in the Microsoft mouse's report descriptor, the first top
  collection is consumer but not mouse, and also because when attaching
  the mouse in HID, it only looks at the first top collection, the mouse
  is wrong to be identified as a consumer device."

There's a suggested fix in the bug report, but no information as to why
it's not been integrated yet.
