I've somehow hosed pkg. Afair some time ago I wanted to switch from
release to dev, eventuall switched back. Also added contrib plus a
private repro, although that one has only one private package
(Netatalk) for playing with pkg-build.

Now I got this:
$ cat /etc/release
                       OpenSolaris Development snv_127 X86

$ pkg publisher

$ pfexec pkg refresh  --full

Adding -f to image-update doesn't make a difference. Switchin back to
release also doesn't work:
$ pfexec pkg set-publisher -O http://pkg.opensolaris.org/release/
opensolaris.org

$ pfexec pkg refresh

$ pfexec pkg install SUNWipkg
No updates necessary for this image.

$ pfexec pkg image-update
Creating Plan /
