Yes. The Languages CD contains localization files (i.e., mostly
translations) for French, Italian, German, Spanish, Swedish,
Simplified Chinese, Traditional Chinese, Japanese, and Korean
and also some localization specific utilities.
You don't need it unless you hope to see or test with translated
messages while you're using or supporting any of the above
locales with your software.
Yes, you can download the CD labled as:
Solaris Express XX/05, Languages, English
and also shown as "sol-nv-lang-bxx-x86.iso.zip" where xx is the build
number from the Optional rows (not the Required) at the Solaris
Express download page.
