  Right, manual plumbing doesn't use the devinfo codepaths at all.

  Looking at the source, maybe i_ddi_io_initialized() is failing because
  sysevent_daemon_init is still zero because syseventd never issued a
  MODEVENTS_FLUSH?  (You mentioned your system has been "slimmed down"; do
  you still have a syseventd on your system?)
