Just so you know, the system never "reverts", nor does anything "change" during 
DST/summer time changes.

All that happens is a set of libraries translate a unix epoch timestamp into a 
"local time", which takes care of timezones and DST.  It's easy to test this 
without actually changing the time on the machine itself.

It's usually easier to just ask zdump when the transitions are.
What do you get for:

isdst=0
Australia/Tasmania  Sat Oct  4 16:00:00 2008 UTC = Sun Oct  5 03:00:00 2008 EST 

On my system, I see the transition is an hour later than you seem to be testing 
for.  I have no information if this is correct or incorrect, but it is the 
latest version of the database direct from the Olsen site.
