Unix timezones are for some historic  reason written  with  reversed polarity. 
Timezones  to the west of Greenwhich  are Positive .  Timezones to east  of 
Greenwich 
are Negative. 

Probably the inventors of Unix could not imagine  that  New Jersey would
be located in  " EST-5 "  which would be more logical .  When the clock is 12 
noon 
in London   12-5 = 7    its  7am   in New Jersey.  


GMT+5:30    is   haftway  between NewYork  and Kansas City .  Its  suppoesed to 
be  eleven 
hours  from  Calcutta  . Anyway this timezone does not exist .   you have 
EST5    and  CST6  and MST7  and PST8 

Calcutta  is   GMT-5:30  which is India Standard Time  IST
