I don't seem to have this problem. I don't use SMC much, but it is a great tool because it can manage multiple systems across the network and supports Sun's Role Based Access Control, so you can give specific people access to specific functions ... with some fine tuning.
So, a few questions: You mention some packages below but it is not clear what you mean - did you install those manually or did you just check those are installed? Which OS install option did you take during installation? Did you do something other than a Full install? Do you get any specific errors? What release of Solaris / OpenSolaris / Nevada are you using? I remember in the Solairs days when you clicked on tools it sometimes installed a toolbox on the firs time the tool was opened (which took much longer than it needed to, IMHO). How exactly do you start smc? Are you using it locally or remotely? I just open a terminal and enter smc. What user ID/password did you give? I use root, irrespective of what ID I am logged in with. I know, I just said how great RBAC is, but for initial testing, until you sort out RBAC, use root.
