It defaults to a role (RBAC) so you need to change the /etc/user_attr
line for root
root::::type=role;auths=solaris.*,solaris.grant;profiles=All;lock_after_retries=no;min_label=admin_low;clearance=admin_high
Remove the "type=role;" and that will allow console login.
