After a bit more digging, I think I've found your bug, which fortunately has a pretty easy workaround:
Tell gdm to wait longer for the X server to startup before declaring it
failed and killing it, by adding to /etc/X11/gdm/custom.conf:
[daemon]
GdmXserverTimeout=30
