Well, if you could manage to download the repository image, you could
then run the image-update locally. If this is a possibility for you, see
http://blogs.sun.com/observatory/en_US/entry/local_repository_mirror for
instructions on how to set up the local repository.

Correct. There is no upgrade/update procedure that doesn't require an
internet connection (at least at the current time).
