It tends to happen in development builds, and then it's whittled down
again before the next release. For example, in the 2008.11 release, Gimp
was removed from the default installation in order to get back down to
fighting weight. As I understand it, much of the new bulk is due to new
device drivers (which is a good thing). So for now you have to use a DVD.
