So, currently there is no on-disk format for pkg(5) style packages.
It's planned but it's not close as far as I can tell.  The only option
available to you is setup your own IPS repository (which Steve Acres has
responded with the information on) on your internal network and allow
your clients to connect to that.  If the systems don't have any network
access at all, then you're stuck with installing local repositories on
the machines themselves (using the method Steve points out) but that's
pretty ugly.
