If you want to share files then you can use ftp so users can download them. If 
you want upload functionality then you must give proper rights and access for 
them, but it's not so safe with normal ftp. You will be much more happy with 
scp/sftp then.

Or you can use :

$ man -f share
share           share (1m)      - make local resource available for mounting by 
remote systems

there is even GUI for this

But still if you want it provide over Internet you must think hard about 
security and do proper setup or you will end with server which administer 
someone another instead of you.

And there is a lot of needed informations in manual pages, but it sounds like 
you don't want to do that. Sounds like you want someone to do it instead of 
you. In that case pay someone for it. He/she will prepare it for you quite 
quickly and then you can use it.
