17% user cpu time is quite a lot for an "idle" system.
Is any process visible in top / prstat that is
consuming the user time?

OTOH, if that system was already running quite hot
and the cpu has already been throttled in hardware,
the user / system increases, compared to the
un-throttled system.

IIRC, the pentium M cpu has a hardware feature
to throttle the cpu when it gets too hot.
