While I sympathize (the graphics on SPARC situation hurts me too; my Sun Blade 2000 with XVR-, if OpenSolaris is free, it's only paid for by either new hardware sales or support contracts. Non-current hardware competes with the former, and depending on age, complicates the latter. If I understand correctly, implementing full power management without adverse side-effects on older AMD processors (that don't support invariant TSC, i.e. TSC register where the rate at which it increments isn't affected by power management) would result in complications to the OS that would make it harder to maintain, interfere with otherwise desirable design choices, or impact performance. Could alternatives be provided? Yeah, sure. Code it yourself if you like.
