I guess the first thing, I don't believe you can set the development
environment with out the -P option. So you need to remove the
opensolaris repositiry.
pkg unset-publisher opensolaris.org
pkg set-publisher -O -P http://pkg.opensolaris.org/dev opensolaris.org
Next also is to try a
pfexec pkg refresh --full
I know when I had trouble with repositories this set things straight.
