Did you read the message and follow the instructions?   Older builds allowed
you to assign random names like "DevRepository", but as noted in the release
notes, new builds enforce the requirement that the publisher name on your
computer match the publisher name set in the repository, and the publisher
name for http://pkg.opensolaris.org/dev/ is "opensolaris.org"
