I figured out the problem has to do with PCI cards. The nics work fine as long as the SATA controller add-in card is not present. The SATA controller works fine as long as I don't send data to or from the add-in NICS.
I even removed the nics and replaced them with one PCI-E card for testing (also an intel nic) because in the MoBo drawing it shows that the PCI-E slots have a direct path to the chipset. All the devices seem to work just fine in windows 2k3, which is frustrating.
