That probably depends on the web page that you're
viewing. E.g. when I point firefox at this forum's web
page the brower process uses less than 1% of cpu time.

But a web site could send out active content
that runs in the browser (javascript, or code that
runs in the flash plugin, or java applets, ...) that
does consume cpu time.  An example would be
the following page (source code of the Solaris sd
driver); when you load it firefox will start to
consume 100% cpu time on one cpu core for
a minute or so:
