That probably depends on the web page that you're viewing. E.g. when I point firefox at this forum's web page the brower process uses less than 1% of cpu time. But a web site could send out active content that runs in the browser (javascript, or code that runs in the flash plugin, or java applets, ...) that does consume cpu time.
