That should be because of "USB legacy keyboard" emulation by the BIOS...

How was that box installed when the keyboard / mouse does
not work?  Is the USB keyboard / mouse problem a temporary
problem?  Did the keyboard / mouse work in the past?
Maybe the network problem and the USB problem have
the same root cause?

USB keyboards / mice usually just work.  I case they do not work
there could be various reasons.  Did you get any ehci / ohci / uhci
(USB host controller) kernel error or warning messages on the 
console during boot?  Do other USB devices work (e.g. flash
memory sticks)?
