Pull down the menu System>Administration>Users and Groups

Choose Add User...

Select the UID and group on the Advanced tab; Select profiles for the user on the User profiles tab; Select the roles on the User roles tab. Each menu has a Help button.

users?  Must I check certain roles/profiles, or must I manually place them in a group and pick a 
UID?
