http://jira.secondlife.com/browse/VWR-18496 has been reopened after it was closed/resolved by Dessie Linden as Expected Behavior also http://jira.secondlife.com/browse/VWR-19700 has been created as a new feature request please vote & comment both of them since I can't really say what's the correct one. This sounds like a regression to me and other users, but since Dessie had closed VWR-18496, I also created the feature request.
