Which wiki page. There are a few concerned with building on Windows. Some of them are more useful (and more up to date) than others. The one you should be reading is: http://wiki.secondlife.com/wiki/Viewer_2_Microsoft_Windows_Builds it assumes you are setting up from a clean system.
