There is no provided Fmod package due to license restrictions, you either have to package it yourself (http://wiki.secondlife.com/wiki/Viewer_2_Microsoft_Windows_Builds#Prepare_third_party_libraries) or disable it (configure -c ReleaseOS -- -DFMOD:BOOL=FALSE). I usually do the later since that is far easier/faster and I rarely ever use sound in SL, let alone when testing.
