3p-update-slplugins needs to standalone and be able to produce
an archive without having to rely on the outdated tools.

That's not the plan. Eventually, we'll be able to build all of whatever we ship with the new tools; it's just that porting the old plugins to the new tools was a lot of work so we decided to do this as a temporary measure and start work on the replacement that much sooner.
