During installation, I received the following message:

OpenSSH for Windows 3.8.1p1-1 Setup

Before starting the OpenSSH service you MUST edit the C:\Program Files
(x86)\OpenSSH\etc\passwd file. If you don't do this, you will not be
able to log in through the SSH server. Please read the readme.txt or
quickstart.txt file for information regarding proper setup of the
passwd file.

There is no "passwd" file at the indicated path, and therefore I am
unable to edit it.
