For the new CoreOS initiatives (Fedora CoreOS and Red Hat CoreOS) we
are looking at this functionality as we'd like to set
`PasswordAuthentication no` and `PermitRootLogin prohibit-password` by
default but make it easy for users to override those settings by using
drop-in config file fragments.

Is it possible a feature such as this would be considered for inclusion
in sshd?
