You're downloading the source code by release tag, which is fine but it doesn't have generated files such as configure. If you download the release tarball (eg https://cdn.openbsd.org/pub/OpenBSD/OpenSSH/portable/openssh-8.2p1.tar.gz) it'll have them. > Then run it on docker with cross-compiler settings.
