Sorry but the answer is still "no".  The ~/.ssh/ directory has been in
use since well before that spec even existed, neither ssh nor sshd
which both use that directory are "desktop" apps, many of the uses are
security critical and ambiguity about which should be used could lead
to poor security outcomes.

You would have been able to read the discussion and answer in previous
bugs requesting this, however some previous proponents would not accept
this answer, and would also not cease harassing the OpenSSH team about
it until eventually the bugs were restricted and the perpetrators
banned at their own suggestion.  Please do not be like them.
