I am trying to figure out why randtest fails on OS/390 here.  It appears to 
base the random number seed on the process ID (PID).  OS/390 freely uses 
numbers in the entire range of a long int, for example the PID for my current 
login session is 83886127.  Does the randtest, and the ssleay rand functions it 
uses take 'big' pids into account?
