Well, I'm gettin' close.

I left out a file attribute change from makevms.com, and one of the
better looking commands in apps/makeapps.com was now too long for the
old VAX DCL CLI, so I needed to break it into two commands.

Could be even closer, now. I'll know more in a day or two, when the
VAX re-build is finished. (Those 20-year-old computers just aren't as
fast as they were when they were new.)
